ABOUT THE COMPANY

1. History

ООО The Special Business Center (the SBC Co. Ltd.) was established in 1996 with the support of several governmental organizations of the North-West region of Russia to implement the projects related to developing, manufacturing and supplying state-of-the-art equipment primarily in the interests of law enforcement agencies and other interested security and military agencies of Russia as well as the countries of the near abroad and other foreign countries.
When developing of the knowledge-based equipment, the SBC is widely cooperates with domestic and, first of all, with St. Petersburg developers and manufacturers, thereby increasing the technical level of the development and introducing the advanced technologies and solutions in the field of domestic electronics, optics, communications, hardware of special application, informational and analytical systems into the specific equipment produced and supplied for public use.
  • The main activity of the company is implementation of the projects on development, production and delivery of high-tech equipment and software;
  • Most developments of the company are in the field of the forensic equipment development used to investigate gun-related crimes as well as in the field of the developments of electron databases for firearm recording and control over firearm circulation;
  • The company has wide cooperation with domestic and foreign partners.

2. Stages of Technology and Equipment Development

  • 1996 – 2005  – Development and production of CONDOR Ballistic Identification System;
  • 2005 – 2007  – Development and production of CONDOR-Intelligent Ballistic Identification System;
  • 2007 – up to now – Development of the equipment and software for investigation of gun-related crimes:
    • POISC Ballistic Identification System;
    • POISC Photo-Module System;
    • Package of applied software programs for POISC - GE Database;
    • POISC Firearm Photo-Unit.

3. Development of Projects

  • 2003 – Development of the Federal Scientific and Engineering Target Program: «Modernization and Development of National Automated System on Firearms Control and Recording, Improvement of Identification Standards and Methods», 2004-2008, Russia.
  • 2005 – Development of the Draft Program: «Creation, Implementation and Development of National Automated Search System for Firearms Control, Recording and Identification for 2006 – 2007», Russia, the Commonwealth of Independent States (CIS).
  • 2006-2007  – Development of the Project: «National Automated Search System for Firearms Recording and Circulation Control in Kazakhstan Republic».
  • 2009 – Development of the Project: «Creation of Integrated System for Firearm Recording» for Chile carabineers; Proposals for creation of national automated system for firearm recording on the basis of POISC ABIS under the aegis of the Ministry of Defense of Chile;
  • 2011-2012:
    • Development of main strategic sectors of current federal and local forensic ballistic records in the Forensic Centers of the Ministry of Interior of Russian Federation;
    • Development of activities for performing the tasks on creation of integrated informational space of Russian Ministry of Interior to control illegal firearm use;
    • Development of technical requirements to the work execution on ABIS up-grading in Forensic Laboratories, estimation of work cost.
